COMMUNIQUE OF THE NIGERIA NATIONAL LEAGUE (NNL), ANNUAL GENERAL ASSEMBLY (AGA), HELD AT THE PRESTIGE HOTELS & SUITES, IHAMA ROAD OKA, AIRPORT ROAD JUNCTION BENIN CITY, EDO STATE WEDNESDAY 15 DECEMBER,2021.
1. Congress and the entire management team of Nigeria National league expressed their appreciation to His Excellency Edo state governor, Godwin Obaseki, his Deputy Rt.Hon.Comrade Philip Shaibu and the good people of Edo State for their hospitality and for graciously hosting the AGA even under very short notice.
2. Congress thanked the leadership of the Nigeria Football Federation under Mr. Amaju Pinnick for its unwavering support at all times and prayed it to do more in pushing NNL to a more enviable height.
3. The Congress unequivocally thanked Premier Lotto (Baba Ijebu) for identifying with the NNL and the readiness to continue to do business with the Nigeria National League.
4. Congress considered the inability of the Nation-wide League One (NLO) to absorb all the 12 relegated clubs from NNL and approved four (4) teams namely FC Taraba, Osun United FC, Road Safety (FRSC) FC, and Joy Comets FC to go on a playoff with their immediately beneath clubs on the league table to determine who would be retained in the NNL for the 2021/22 season. This is to give fairgrounds to all since the idea of demoting 8 clubs was not the approved decision at the last AGM in Abakaliki, Ebonyi State. The date and venue for the playoffs would be determined by the League Management.
5. The Assembly endorsed Friday 11 February 2022 as the kick-off date for the 2021/2022 season.
6. It approved two conferences (North and South) format for the fresh season, divided into abridged league system: A1 and A2 in the Northern Conference, B1, and B2 in the Southern Conference.
7. The top team in each group in the division will gain automatic promotion to the Nigeria Professional Football League (NPFL)
8. A compulsory Super Four(4) will be played at the end of the season to determine the overall champion of NNL. Any team that fails to participate in the Super 4 classification tournament would forfeit its promotion ticket and the first runner up in that group would be taken as the replacement.
9. Congress urged all clubs to as a matter of urgency, register their club and players on the FIFA Connect system and DTMS programs which will help them attain a truly professional standard. Registration for 2021/2022 would be done exclusively online.
10. Congress resolved that for any club to play in the 2021/22 league season, the club must provide a bank bond of N20,000,000 (Twenty million naira) to assure the league of their ability to execute their matches.
11. Congress agreed that only stadiums that meet the required NNL stadium facility criteria would be approved to host matches for the 2021/2022 League season.
12. Congress was notified of the dissolution of the NNL club owners association led by Abdul Sule and welcomed the newly elected executives of the Nigeria National League club owners Association, NALCOMA led by Mr.Chidi Okonkwo of City Football Club of Abuja.
13. Messrs Tony Rafua of Abeokuta Stormers FC and Mr. Sheriff Bukar of El-Kanemi Warriors were appointed as directors of the NALCOMA representing the Southern and Northern conferences respectively.
14. The Assembly adopted the rules with some changes.
15. Congress passed a vote of confidence on the Management Team of the NNL led by Distinguished Sen. Obinna Ogba for the resolve to improve the standard of the league beginning from the new season.
16. The house observed a minute silence for the departed souls of FC Zamfara secretary Nasir Muazu, Secretary of Rarara FC, Dan Azimi, and Ebonyi State FA secretary Desmond Omeh.
